POSITION SUMMARY
This role is responsible for the coordination, delivery and evaluation of the Fostering Connections service. Fostering Connections provides a critical service point for the recruitment of foster carers in Victoria, supporting foster care agencies by maintaining a website and 24/7 enquiry line, as well as through campaign and branding to attract qualified carers into the system. The Manager will maintain direction and oversight of Fostering Connections, ensuring the service meets key milestones and goals, leading and supporting the Fostering Connections team, and aligning the service to the Centre’s strategic priorities.
The Manager, Fostering Connections and Campaigns will also lead and oversee local and national advocacy to raise awareness about children exposed to family violence and children who are victims of crime. These Are Our Kids is a high-profile collaboration between the not-for-profit, philanthropic and corporate sectors with a focus on children exposed to family violence and children who are victims of crime. The role is responsible for building awareness and the necessary engagement to make a significant difference for these children.

KEY ACCOUNTABILITIES
Fostering Connections
Maintaining oversight of service planning, including key projects and events, and financials
Monitor and report on performance against agreed KPIs
Work collaboratively with agencies, government, suppliers and staff within the Centre
Manage issues as they arise
Management of key stakeholder relationships, including Centre members, relevant Departments, and external organisations
Work with Centre leadership to support relevant work
Overall responsibility for enquiry line ensuring excellent customer service to prospective foster carers
Overall responsibility for negotiating and setting the paid media for the campaign
Identify opportunities to proactively promote Fostering Connections
Work collaboratively with stakeholders to generate new campaign materials and collateral
Overall responsibility to determine and negotiating future builds of the sector’s CMS
Overall responsibility to ensure stakeholders receive accurate data analytics, reporting and recommendations to ensure clear communications to sector about use of CMS, training and data quality
Ensure sector has access to training and materials
Ensure sector is kept up to date on Fostering Connections work
Convene, chair and coordinate the Joint Working Group and any other additional working groups and sub-committees as required
Supervision, coaching, mentoring, development and management of relevant staff, setting clear KPIs, delegating roles and project responsibilities and monitoring all aspects of staffing
Identify opportunities to support Centre objectives by leveraging staff to support professional development and upskilling across projects as appropriate
Support CEO on key issues as requested
Our Kids
Engage key stakeholders, including parents and young adults with lived experience of the impacts of family violence and crime on children, to be public-facing advocates helping mobilise public opinion, influence government, and drive change
Work closely with project partners to refine and deliver on the initiative’s objectives within a specific timeframe and budget
Organise a strategic engagement and communications approach locally and nationally that gets the attention of media outlets, state and federal politicians, community leaders, and the public more generally
Lead and oversee the implementation, monitoring and measurement of the success of the advocacy campaign, using data to refine and target communications and messaging
Compile regular reports of engagement and impacts, monitoring trends in online and social media tools and applications and providing regular feedback to the project partners
Manage Funding/Philanthropy relationships and further support for the campaign with the assistance of the project partners.
KEY SELECTION CRITERIA
Skills
Proven capabilities and extensive experience in project management
Proven experience in campaign design, development, implementation and monitoring with a track record of success in driving tangible, significant and sustained social change
Demonstrated ability to work effectively both independently and in a cooperative team environment, while exercising sound judgment and decision-making skills
Excellent interpersonal, cross-cultural, communication, networking and negotiation skills and the capacity to interact effectively with stakeholders from a range of backgrounds and at all levels of an organisation
High level organisational and time management skills and demonstrated ability to manage and respond to changing priorities and deadlines
Excellent conceptual, analytical and problem-solving skills
Demonstrated leadership and teamwork skills and ability to develop and motivate people in a changing and complex environment
Information technology skills of a high standard including proficiency in Microsoft Office applications
Experience
At least three years’ experience as a project manager
Experience in managing direct reports
Experience in at least two advertising/marketing campaigns
Demonstrated experience in long and short-term planning and the delivery of a diverse range of projects and programs within budget
Demonstrated experience in strategic leadership that has resulted in positive outcomes for organisation(s)
Demonstrated experience in staff supervision and development
Experience in senior stakeholder management
Qualifications
A tertiary qualification in a relevant area such as communications or project management
